With over 80 years of project experience across Africa, Zutari has developed a deep understanding of the needs and challenges faced by diverse communities. In 2014 and 2015, Zutari contributed its expertise in project management and environmental services to the Shire River Basin Management Programme (SRBMP), a World Bank-funded initiative in southern Malawi.

The Shire River, Malawi’s largest and most economically significant river, supports nearly a quarter of the nation’s population. However, poverty and deteriorating natural resources within the basin and the wider region presented major challenges that the programme sought to address.

The opportunity

The SRBMP aimed to improve livelihoods and restore the environment by increasing sustainable social, economic, and ecological benefits. The approach focused on the interlinked challenges of poverty and environmental degradation, targeting both the Shire Basin and the broader Malawian landscape to improve the productive potential of natural resources.

What we did

Zutari’s water unit in Cape Town led the project, supported by local and international experts. The team spearheaded the development of national guidelines for integrated catchment area and rural infrastructure management in Malawi.

These guidelines were designed to help government departments, development partners, district offices, extension officers, village communities, and other stakeholders manage natural resources at a local scale. This approach encouraged both the government and landowners to participate in day-to-day catchment management to promote sustainable resource use.

Training formed a key part of the project. National, regional, district, and NGO staff were trained in applying the guidelines, learning about the ecosystem’s importance and how to manage environments holistically through a catchment management approach. Over 110 catchment management guidelines and a technical toolbox of practical “how-to” resources were developed.

More than 200 extension workers across Malawi received training to support their communities in developing action plans. These plans covered natural resource rehabilitation, prevention and management, as well as broader livelihood and social improvement areas, including health and education.
Training sessions equipped local extension workers and community leaders with the knowledge and tools to manage their environments more sustainably.

The outcome

The project empowered local authorities and communities to manage natural resources effectively and sustainably. By establishing national guidelines and building capacity through training, the initiative laid the groundwork for long-term environmental resilience and improved livelihoods in Malawi.

Through its collaboration on the SRBMP, Zutari played a vital role in helping Malawi build a more sustainable relationship with its natural environment. The project reflects Zutari’s commitment to creating lasting impact through engineering and environmental expertise that enables communities to thrive.

The Shire River Basin Programme demonstrated how integrated resource management and local empowerment can transform both the environment and the quality of life in vulnerable communities.
