In 2008, SANRAL appointed Zutari to review and update the detailed design of National Route 4, Section 12 (N4/12), a key transport link between the North West and Gauteng Provinces. This section forms part of the PWV road network and connects to the N4 on the Bakwena Highway.

The opportunity

The project aimed to improve regional connectivity and traffic flow while addressing complex environmental and engineering challenges. The route cuts through the Magaliesburg mountain range, requiring careful consideration to avoid disrupting local fauna and preserving the natural landscape.

What we did

Zutari’s scope included:

  • Design and construction of on- and offramps at the Zandfontein interchange

  • A new parclo-type interchange with an underpass bridge

  • Construction of a 6 km, four-lane undivided carriageway

  • Design and construction of a game underpass with grass blending

  • Tender documentation and evaluation

  • Project administration and monitoring


To minimise environmental impact, Zutari investigated various cut slope configurations. Stepped cuts with retaining walls were selected for their aesthetic and ecological benefits. During construction, the retaining walls were shaped to resemble natural rock formations, enhancing the visual appeal. Indigenous trees were planted along the cut slopes to further integrate the road into its surroundings.

The outcome

The completed road meets SANRAL’s functional requirements while contributing positively to the local environment. It improves regional mobility and adds aesthetic value to the area. The project also delivered significant socio-economic benefits, employing 265 labourers monthly and engaging 22 subcontractors, 13 of whom were targeted enterprises.

The N4 Section 12 upgrade is a prime example of infrastructure development that balances engineering excellence with environmental stewardship. Zutari’s innovative approach ensured the delivery of a road that serves both people and nature.
