The Western Cape Department of Economic Development and Tourism (DEDAT) initiated a project to identify sectors within the Western Cape economy with the greatest potential for accelerated and sustained growth, as well as job creation. The study highlighted the agri-processing sector as a key contributor to the region’s economic development. One of the sector’s strategic objectives was to grow the province’s share of the global halal market from less than 1% to 2% by 2025.

The opportunity

To unlock this potential, DEDAT appointed the Western Cape Fine Food Initiative (WCFFI) to undertake a two-part feasibility study aimed at developing an implementable business plan for establishing a halal industrial park in the Western Cape. This initiative formed part of a broader economic development strategy to stimulate local business investment and position the province as a competitive player in the global halal market.

What we did

In 2017, Zutari was commissioned to produce the feasibility study and business case for the halal industrial park. Recognising the complexity of the project, which involved multiple stakeholders, including the Muslim community, existing halal businesses, three government departments, and three property owners, Zutari designed a unique engagement environment to align diverse interests and clarify interdependencies.
Zutari’s risk advisory team established a robust context through an innovative risk management approach. This allowed for a critical assessment of internal and external factors that could influence the project’s viability before the design phase began. By developing a deep understanding of the key success drivers, the team was able to identify and manage risks effectively, reshaping the project scope and deliverables to strengthen the investment strategy.

The outcome

This initiative, the first of its kind in South Africa, resulted in an award-winning risk assessment that informed the creation of investor prospectuses. These were instrumental in marketing and promoting investment in the halal industrial park project, laying the groundwork for sustainable growth in the Western Cape’s halal industry.
