An aerotropolis is a metropolitan subregion where infrastructure, land use, and the economy are centred around an airport. OR Tambo International Airport (ORTIA), located in the Ekurhuleni municipal area, is the largest and busiest airport in Africa.

The opportunity

Zutari was tasked with leading a multidisciplinary consortium to develop a 30-year master plan for the Ekurhuleni aerotropolis. The project aimed to enhance the airport’s competitiveness in global markets, optimise its economic impact, and harness the benefits of air travel and air freight for local communities.

What we did

The consortium included integrated urban and transport planners, financial and logistics experts, engineers, environmental managers, and market strategists. Together, we created a detailed, phased plan to transform the aerotropolis into a multifaceted development and a driver for local economic growth and job creation.

Our approach integrated prioritisation across diverse interests in Ekurhuleni, stimulating community investment and development initiatives. We employed advanced tools, including spatial data analysis systems, sophisticated economic modelling, and transport planning systems, to ensure that all opportunities were captured and optimised.

The outcome

Developing the plan required navigating complex stakeholder dynamics and securing buy-in across multiple interests in one of South Africa’s most densely populated areas, home to over three million residents.

Delivered in June 2015, the plan profoundly enhanced how Ekurhuleni and Gauteng Province approach future economic growth. It set out clear steps to capture opportunities, strengthening the municipality’s ambition to be the ‘Hub of Africa’. The consortium’s culture of collaboration and commitment to excellence was central to the project’s success.

The Ekurhuleni Aerotropolis master plan exemplifies how integrated planning, technical expertise, and collaborative culture can transform a metropolitan region into a globally competitive economic hub. The consortium’s work was recognised with a Private Sector award, reflecting the project’s excellence and impact.
