Emaar Properties launched the Dubai Creek Harbour (DCH) flagship project as part of its vision to create a financially viable and ecologically responsible city for future generations. This mixed-use development is designed to accommodate Dubai’s rapidly growing population, offering residential, retail, hospitality, office, community and cultural facilities across nine district zones.

The opportunity

For a development of this scale to thrive, a well-integrated, multimodal transport system is essential. The challenge was to design a network capable of handling over 100,000 car trips during peak hours, while overcoming limited access points due to the surrounding creek.

The goal was to reduce reliance on private vehicles and shift demand to public transport, contributing to the city’s sustainability targets.

What we did

Zutari developed a comprehensive multimodal transport master plan that included:

  • Extension of the Green Line Metro Rail

  • Integration of three new metro stations with a network of feeder buses

  • A dedicated bus lane on the bridge connecting the retail district to marine stations on Harbour Island

  • Solutions to address the last-mile challenge, encouraging public transport use


The proposed network was designed to reduce car trips by 30–35 percent, significantly improving environmental sustainability and urban mobility.

The outcome

Residents and visitors can now move in, out and around Dubai Creek Harbour comfortably, safely and sustainably. The transport master plan supports the development’s long-term viability and aligns with Dubai’s broader goals for smart, connected urban living.

The Dubai Creek Harbour Transport Master Plan reflects Zutari’s commitment to future-ready infrastructure. Through strategic planning and innovative design, the project supports a more connected, sustainable and liveable Dubai.

By tackling the last-mile challenge, a major portion of the forecasted demand would be shifted to public transport.
